Policies & Reports - Iowa School of Beauty

Iowa School of Beauty reaffirms its commitment to comply with all applicable federal and state civil rights regulations and orders.

ISB admits students without regard to age, sex, race, color, national and ethnic origin, handicap or religion, to all the rights, privileges, programs, and activities generally accorded or made available to students at the Schools. It does not discriminate on the basis of age, sex, race, color, national and ethnic origin, handicap or religion in administration of its educational policies, scholarship and loan programs, and other school-administered programs.

Iowa School of Beauty reserves the right, without notice, to modify the requirements for admissions or graduation; to change the arrangement or content of courses, the instructional method used, the tuition and other fees; to alter and regulation affecting the student body; to refuse admission or readmission to any student at any time, or to dismiss any student at any time, should it be in the best interest of ISB or the student to do so. It also reserves the same right as to any other material in the catalog. Any changes that might be made in the catalog are posted on the student bulletin board to advise enrolled student of the change.
Any information provided to applicants, enrollees or students is available in the language in which the course will be taught. All courses are taught in English.

Students who do not return from a leave of absence, are expelled, or withdraw from ISB may apply for re-entry into a program by making an appointment with the School Director. If approved for re-entry, the student needs to initiate the re-entry process with Admissions as if they are a new student. Students will be required to pay the prior enrollment balance owed prior to returning under the new enrollment. The student will be charged at the current hourly rate for the hours remaining in their chosen program plus any books or kit items they may need.  Students return at the same attendance and academic standing as their prior enrollment.

For graduates from ISB program(s), the graduate must have passed licensing examination in completed program(s) to apply for re-entry into another program at ISB.

Students in all courses receive grades in work performed in theory tests and practical application. Written tests are scored based on the percentage of correct responses on a scale from 0 to 100%. All tests must be passed with a minimum of 75%. Iowa School of Beauty has developed a rubric system for grading of our practical assessments. A rubric system ensures an objective form of grading by having a series of yes/no questions to determine a grade. Below is an example of a portion of an assessment:

Example

Was the entire face cleansed properly?
Yes No

Was the proper massage procedure followed?
Yes No

Was toner or astringent applied to the entire face, followed by the appropriate moisturizer?
Yes No

Was foundation applied over the entire face, and set with translucent powder?
Yes No

Was eyeshadow applied uniformly to both eyes?
Yes No

To pass a practical assessment, you must receive a score of at least 75%. A score of 74% or less requires a student to retake the assessment. In the above example, the score is calculated by totaling the number of questions circled “yes” and dividing by the total number of questions and taking that answer times 100 to find the percentage (4/5=.8 x100= 80%).

This policy applies to ALL students. Title IV funds are funds received from one or more of the following programs: Pell Grant or Federal Direct Loans. This amount is based upon the length of time the student has completed in the payment period. After 60% of the payment period has been completed 100% of the Title IV funds may be retained. The school must return any portion of unearned Title IV funds for which the school is responsible. The school will advise the student of any amount of unearned Title IV grant aid that must be returned by the Student, if applicable.

If the student should terminate on or after 60% of the scheduled hours in the payment period, there is no refund.
If a student terminates their enrollment due to the student’s physical incapacity or the transfer of the student’s spouse employment to another city, the student will receive a refund of the tuition charges in an amount that equals the amount of tuition charged to the student multiplied by the ratio of the remaining number of scheduled clock hours in the school period to the total number of scheduled clock hours in the school period.

For both of the above policies, termination shall occur upon a student’s last day of physical attendance in the school.

The refunds shall be paid to the appropriate agency, within forty-five (45) days following the student’s formal termination date. Formal termination date means the student or his/her guardian/parent must terminate their enrollment in person and sign a termination form or in writing. Termination shall occur upon a student’s last day of physical attendance in the school.
If a student is absent for fourteen (14) consecutive days, the school will conduct a formal termination at that time and refund to the appropriate agency within forty-five (45) days. If a student fails to return to school after a leave of absence, the school will conduct a formal termination and refund to the appropriate agency within forty-five (45) days of the scheduled leave of absence return date. Reporting an Incident of Sexual Misconduct

When a victim tells a responsible staff member about an incident of sexual violence, the victim has the right to expect the school to take immediate and appropriate steps to investigate what happened and to resolve the matter promptly and equitably.  The following is the contact information for local law enforcement:

Des Moines

Des Moines Police Department: 515-283-4824 or 911

Urbandale Police Department: 515-278-3938 or 911

Ankeny

Ankeny Police Department: 515-286-3333 or 911

Marshalltown

Marshalltown Police Department: 641-754-5725 or 911

Ottumwa

Ottumwa Police Department: 641-683-0661 or 911

Sioux City

Sioux City Police Department: 712-279-6960 or 911

The staff member must report to the Title IX Coordinator all relevant details about the alleged sexual violence shared by the victim and that the school will need to determine what happened-including the names of the victim and alleged perpetrator(s), any witnesses, and any other relevant facts, including the date, time and specific location of the alleged incident.  To the extent possible, information reported to a responsible staff member will be shared only with people responsible for handling the school’s response to the report.

A staff member should not share information with law enforcement without the victim’s consent or unless the victim has also reported the incident to law enforcement.  Before a victim reveals any information to a responsible employee, the employee should ensure that the victim understands the employee’s reporting obligations- and, if the victim wants to maintain confidentiality, direct the victim to confidential resources.

If the victim wants to tell the responsible employee what happened but also maintain confidentiality, the employee should tell the victim that the school will consider the request, but cannot guarantee that the school will be able to honor it.  In reporting the details of the incident to the Title IX Coordinator, the responsible employee will also inform the Coordinator of the victim’s request for confidentiality.  The employee is not to pressure the victim to request confidentiality but will honor and support the victim’s wishes, including for the school to fully investigate an incident.  By the same token, responsible employees will not pressure a victim to make a full report if the victim is not ready to do so.

NOTE:  If a victim discloses an incident to a responsible employee but wishes to maintain confidentiality or requests that no investigation into a particular incident be conducted or disciplinary action taken, the school must weigh that request against the school’s obligation to provide a safe, non-discriminatory environment for all students, including the victim. If the school honors the request for confidentiality, a victim must understand that the school’s ability to meaningfully investigate the incident and pursue disciplinary action against the alleged perpetrator(s) may be limited. Although rare, there are times when the school may not be able to honor a victim’s request in order to provide a safe, non-discriminatory environment for all students.

The school has designated the following individual(s) to evaluate requests for confidentiality once a responsible employee is on notice   of alleged sexual violence:

Jacque Adamson-Title IX Coordinator, Iowa School of Beauty

Andrew Oswald-President, Iowa School of Beauty

Kim Cox-Director, Iowa School of Beauty, Des Moines

Melanie Johnston-Director, Iowa School of Beauty, Marshalltown

Leslie Owens-Director, Iowa School of Beauty, Ottumwa

Marla Kollbaum-Director, Iowa School of Beauty, Sioux City

Danette Phillips– Directory, Iowa School of Beauty, Ankeny

When weighing a victim’s request for confidentiality or that no investigation or discipline be pursued, a range of factors will be considered, including the following:

  • The increased risk that the alleged perpetrator will commit additional acts of sexual or other violence
  • Whether there have been other sexual violence complaints about the same alleged perpetrator
  • Whether the alleged perpetrator has a history of arrests or records from a prior school indicating a history of violence
  • Whether the alleged perpetrator threatened further sexual violence or other violence against the victim or others
  • Whether the sexual violence was committed by multiple perpetrators.
  • Whether the sexual violence was perpetrated with a weapon.
  • Whether the victim is a minor. Whether the school possesses other means to obtain relevant evidence of the sexual violence (e.g., security cameras or personnel, physical evidence).
  • The victim’s report reveals a pattern of perpetration (e.g., via illicit use of drugs or alcohol) at a given location or by a particular group.

The presence of one or more of these factors could lead the school to investigate and, if appropriate, pursue disciplinary action.  If none of these factors is present, the school will likely respect the victim’s request for confidentiality.

If the school determines that it cannot maintain a victim’s confidentiality, the school will inform the victim prior to starting an investigation and will, to the extent possible, only share information with people responsible for handling the school’s response. The school will remain ever mindful of the victim’s well-being, and will take ongoing steps to protect the victim from retaliation or harm and work with the victim to create a safety plan. Retaliation against the victim, whether by students or school employees, will not be tolerated including for the alleged perpetrator pending the outcome of an investigation.  If the school determines that it cannot respect a victim’s request for confidentiality, the school will take immediate action as necessary to protect and assist the victim.
